When will teachers get a pay rise? Latest news about teacher salaries. Promises not kept

He came up with an initiative to increase wages for workers in the field of education. Despite the fact that, according to the plan, earnings should have increased one and a half times today compared to 2012 and be 200% more than the average salary in the regions, we can note that the task was not completed.

Teachers are skeptical of claims of this kind. They express doubts that salaries will be raised to the promised level. We cannot close our eyes to the fact that the crisis that is emerging in the field of education is taking on dangerous dimensions and will entail catastrophic changes. The teaching profession is losing prestige and becoming unclaimed. It would seem that people who can be said to be laying the foundation of society by educating our children need special attention and the support of our government. But in reality the situation looks different. A teacher's salary does not motivate young people to choose this profession for themselves. What it can turn into and so clear. The shortage of qualified personnel and the lowering of the level of education - that's what we may face in the near future.

Universities that train future teachers enroll young guys with poor results Unified State Exam. Moreover, the choice of a profession is motivated not by love for this type of activity, but by the notorious low passing score. Only for computer science teachers and foreign languages competition remains high. This is due to the fact that the guys do not really believe that they will work in schools, and just in case they choose a profession in which they can realize themselves outside educational institutions. In our article, we will tell you whether there will be an increase in teachers' salaries in 2018.

Teacher salaries in 2018 - a priority area

The issue of attracting young people to the educational sphere is acute today. Schools more than ever need young effective staff with a fresh look and new energy. Basically, the teachers who work today in Russian schools are elderly people. Many teachers have long gone to retirement and continue to teach. Despite all the inexorable merits of educators with long service and experience, there is a slight bias.

Older people are not able to adapt to changes with sufficient speed. What's more, most of them are with the technique on you. And now, it is necessary to attract people to work in schools who will be able to take advantage of all the innovative tools and methods that appear in last years in Russian schools. In distant regions and hinterlands, the situation can be described as deplorable. Young teachers have no desire to go to work in remote villages and distant settlements.

Salaries in the distant settlements disproportionate to work. Young people do not have a healthy motivation to leave the city in favor of the work of a rural teacher. VTsIOM gives depressing figures. As a result of a survey of Russians, 37% declared that the profession of a teacher is not at all prestigious, but 42% respondents said that it is impossible to live in Russia on a teacher's salary.

The same critical situation exists in the field of preschool education. Wages for kindergarten workers are so meager that skilled workers are becoming rare. If you manage to find a good teacher or nanny, then this is the exception rather than the rule. It should be noted that in the higher educational institutions of the country, young professional personnel are as rare as good teachers in kindergartens. Mostly retired people teach. Assistants prefer to leave the walls of universities, moving to any other job. For example, they become office managers. It's all because of the meager salary, as in all previous cases.

The government cannot fail to notice the scale and severity of the problem. The task of increasing the prestige of the teaching profession and increasing interest in this type of activity is a priority today.

An increase in wages is planned, not only for directors and head teachers, but also for ordinary teachers. The teaching staff of universities can also count on an increase in income.

The situation with the salaries of accountants today

It is still difficult to say how much teachers' salaries will change in a year. Here are the average values for Russia, which reflect what was the income of teachers in the past year. 2017.

  • Higher education teachers educational institutions, namely academies, universities and institutes earned approximately 35 thousand rubles every month;
  • Monthly salary at general education schools reached an average of 27.5 thousand rubles;
  • In kindergartens, teachers received about 21 thousand;
  • Masters of industrial training were content with an amount equal to 23.5 thousand rubles.

It is worth noting that these are average values for Russia. This means that in various regions of our Motherland, wage strikingly different.

It is impossible to give an objective assessment based on average values, because the salary of a rural teacher differs significantly from that in Moscow. In St. Petersburg and the capital, the salary is two or even three times higher than the amount received in other cities.

Consider how much our teachers in the regions receive per month:

  1. Moscow - 58780 rubles;
  2. Yamalo-Nenets District - 78,000 rubles;
  3. Chukotka - 76,600 rubles;
  4. Murmansk - 57200 rubles;
  5. Khabarovsk Territory - 47,830 rubles;
  6. St. Petersburg - 41,720 rubles;
  7. Tatarstan - 33670 rubles;
  8. Krasnodar - 31435 rubles;
  9. Samara - 28620 rubles;
  10. Voronezh - 25930 rubles;
  11. Pskov - 24430 rubles;
  12. Ivanovo - 23,000 rubles;
  13. Penza - 21,700 rubles;
  14. Mordovia - 19900 rubles;
  15. Dagestan - 17400 rubles.

In villages, teachers' salaries vary from 9,000 to 13,000 rubles.

Salaries of university teachers and employees of preschool institutions in 2018

The average salary of teachers in higher education barely reaches 30000 rubles. This salary is received by people who have decent teaching experience behind them. Assistants are forced to be content 12,000 rubles on average. These values apply to both small and large cities of Russia. Associate professor working in the province earns per month 15 000 rubles, and the assistant tries to live on the 10000 . The salary of rectors and deans is strikingly different from ordinary teachers. The dean's salary can be about a hundred thousand a month, and the rector of the university can earn even more. Sometimes the level of monthly income reaches three hundred thousand rubles.

What happens to wages in kindergartens? How much do people who raise our children get while we are at work? The amounts are disappointing. On average this 20 thousand rubles. If we move away from the average indicators, then in fact we have the following picture:

  1. Wages in Moscow - approximately 38,000 rubles;
  2. St. Petersburg - 19,000 rubles;
  3. Novosibirsk - 13,000 rubles;
  4. In cities such as Samara and Krasnoyarsk, the salary varies within 11,000 rubles;
  5. Volgograd - barely reaches 9,000 rubles.

Statistical inaccuracies

Statistical indicators do not give a complete picture of the situation in the country as a whole. When deriving averages, both public and private are taken into account. educational institutions. The presence of private institutions significantly distorts the correctness of the results, smoothing all real indicators to figures that are acceptable at first glance.

What salaries do private traders pay? For example, a nanny in a private kindergarten receives about 28000 rubles for their work with children. A teacher in private schools receives a salary starting from 35000 rubles. Docent has nothing less 60000 rubles every month. The presence of these figures in the overall calculation hides how things really are.

government statistics for 2016 gives fantastic figures. The Deputy Minister of Education announced the average salaries of teachers:

One cannot but agree that such salaries throughout Russia could be dreamed of. But, let's return from heaven to earth and consider on the ground how obvious and frank contradictions we have.

After conducting a survey in the subjects of the federation, the experts came to the conclusion that the real amounts are not even close to the beautiful amounts of the government report. The real salary does not reach not only up to 30, but also up to 20 thousand. About 18600 rubles received by teachers in the regions. And this is also an average.

Most clearly demonstrates the true state of affairs of the job market. If we analyze the data for the last year, then the following number of teachers is currently required in Russian educational institutions.

So, for wages from 5,700 (!) to 17,000 rubles, they are looking for 56% of total number needed teachers. In general, 440 jobs are available. 24% of 440 are offered salaries from 17,100 to 28,100. The lucky ones, who make up only 12% of the total, will be given a salary of 28,200 to 38,350 rubles for their work.

According to Vsevolod Lukhovitsky, statistics do not take into account another important factor. How exactly is it possible for a teacher to reach one or another salary per month. The co-chairman of the interregional teachers' union says that teachers are being overworked. In order to earn at least some extra money, teachers work hard.

Lukhovitsky said that the rate system is becoming obsolete. It is necessary to carry out not indexation of the rate, but an increase in the wage standards for each teacher.

It is necessary to take into account not only the number of lessons, but also the number of children. The workload of a teacher in a class where the number does not exceed 20 people and the workload in a class where the number of children reaches more than 30 people differ significantly. The only way out for a Russian teacher is to overload himself. Classroom leadership, conducting optional subjects, a large number of lessons - the way to emotional burnout teacher. He stops thinking about the quality of his work, not because he has lost interest in the profession, but because, in the pursuit of survival, he simply has neither moral nor physical strength.

Another type of teaching side job is “Pulling up” weak students. Additional lessons bring a small income. What does this threaten - for example, that the teacher, based on selfish interests, will begin to underestimate grades in order to expand the number of "lagging behind". Then heavy artillery enters - pressure on parents that their child will not finish school without additional classes. Teachers who cannot earn extra money leave schools altogether.

What to expect from teacher salaries in 2018?

The salary of teachers in 2018 is predicted to be increased. The optimization that will be carried out this year should have a positive impact on the education sector.

But, you should not expect that all teachers will increase salaries.

It depends on the regional authorities how much they will add to teachers and whether they will add anything at all. The teacher's salary alone is only a part of the salary. But its full amount is formed individually, depending on what experience, category, etc. has a teacher. A novice teacher does not receive close to the salary that a teacher with more than ten years of experience has. Due to the fact that indexation directly affects the salary, and not the salary as a whole, the maximum increase will only reach 5,5%.

The government has no money to increase rates. From the point of view of Alexei Kudrin, a significant change in the course of affairs is possible only by revising the budgetary policy of the state as a whole. By such a revision, we can mean a hypothetical redistribution of the budget, where the priority will not be the repair and equipment of schools, but the salaries of teachers.

Another dubious innovation that will affect the system of bonuses and incentives is the introduction of new titles for teachers. Titles will be awarded based on the complexity of the work. The new professional standard will bring new positions.

There will be divisions such as:

  1. Simple teacher;
  2. Senior;
  3. Leading.

To determine which of the above statuses a teacher belongs to will be through an examination. Most of all, the introduction of new titles worries teachers of retirement age. According to this category of teachers, the innovation is aimed at firing all pensioners from schools.

Scatter factor in

The assumption that the salaries of teachers in 2018 will increase by almost 200% is not unfounded. The spread factor will significantly affect the teacher rate.

In each region of Russia the situation is different. Far from every subject of the federation shares the government's opinion on the increase in wages. In many regions, it is believed that such a salary increase is unrealistic.

Starting in 2018, the spread factor will have a significant impact on rate setting. What does this mean? The difference in salaries between the director of the school and the ordinary teacher will be reduced. Too much difference between employees of the same link will become unacceptable by law.

There will be a one-to-four system. The manager's salary should not exceed this figure. While there is no reliable information when the announced reforms will begin to operate in full force.

"May Decrees of the President"

Let's consider what was planned to be implemented before 2018, and how things are with the execution of the presidential order in the field.

A report on the increase in the wages of workers in the field of education is provided to the president annually. Since 2016, the increase in the salaries of teachers has been under the special control of the president. But the deadlines for the implementation of the program are violated. Due to the budget deficit in the regions, wage increases are delayed. Therefore, not without reason, we can assume that in 2018 the cardinal changes that were programmed will not follow.

Since January 2018, indexation has amounted to 4% . That is, only 1200 rubles. And then, this figure is valid only for those whose monthly salary was higher 20000.

Whether it will be possible to rectify the situation this year is not known. At the very least, the government promises to stick to its set course towards a significant improvement in the standard of living of teachers and other public sector workers. Time will tell how much teachers' salaries will increase in 2018.

The Ministry of Education and Science proposed next year to increase teachers' salaries to 150% of the regional average. Proposals can be drawn up by one of the new May decrees, says a RBC source in the government

Photo: Vasily Fedosenko / Reuters

The Ministry of Education and Science has proposed raising the salaries of school teachers to 150% of the average salary in the region, follows from a letter from the department to the Ministry of Labor dated March 19. RBC has a copy of the document signed by First Deputy Minister of Education and Science Valentina Pereverzeva. Its authenticity was confirmed by a source in the ministry.

In a letter from the Ministry of Education and Science, referring to the preliminary data of Rosstat, he claims that in 2017 the government managed to increase salaries scientists and university teachers to the level stipulated by the May presidential decrees. Now, as part of the "further improvement of the social status of the Russian teacher," the ministry wants to come up with an initiative to gradually increase the salary level of teachers to 150% of the average for the region. This approach will also entail an increase in the level of salaries of teachers of preschool and additional education, believe in the department. This will require the allocation of additional budget money, the Ministry of Education and Science specifies.

Old and new decrees

In May 2012, Vladimir Putin signed a series of 11 decrees, according to which by 2013 the salaries of teachers and teachers of preschool education were to reach 100% of the average for the region and stay at this level until 2018, university teachers were to receive 200 % of the regional average.

The fact that the Kremlin is discussing the preparation of new presidential decrees in May, RBC sources reported at the end of February. The Kremlin confirmed their development.

The department provides calculations for two options for raising teachers' salaries. The first is to raise wages. teaching staff general education, including teachers (total 1.25 million people in 2018), by 10% annually until 2024; as a result, they should grow to 160% of the regional average. According to this option, average salary teachers should increase from 37.8 thousand rubles. in 2018 to 76.5 thousand rubles. in 2024. This will require an increase in the wage fund for teachers from 567.7 billion rubles. in 2018 to 1.332 trillion rubles. in 2024.

The second option involves raising the salaries of only teachers (1.05 million people in 2018) to 150% of the average for the region, or almost to 59 thousand rubles, next year. To do this, it will be necessary to increase the wage fund by 255.2 billion rubles in 2019, and by 273.1 billion rubles in 2020, the Ministry of Education and Science points out. The payroll fund for teachers in this case will grow from 475.9 billion rubles. in 2018 to 819.1 billion in 2020.

Against the background of the difficult situation in the Russian economy, rising inflation, low wages, the question naturally arises for teachers: will there be a salary increase from September 2018?

A teacher is a difficult, important profession, his work is not overestimated. He passes on his knowledge, is an example. Thanks to teachers, children develop intellectually and spiritually. Such people are highly respected and revered, but recently the work of teachers has ceased to be prestigious.

In Russia, the salary of teachers increased in early 2018. From September 1, there will again be an increase, as well as teachers of kindergartens and schools. The authorities promise that eventually teachers will have high salaries.

The average earnings of all budgetary organizations will be increased by 15 percent, which exceeds the expected inflation by almost 3.5 times. Depending on the size of the increase in the minimum wage, the salary of state employees will depend, and this applies not only to teachers, but also to technical and administrative staff.

It is already being said that elementary school teachers will receive a salary increase of 10%, for senior school teachers the increase will be 24%. In addition, they will be paid bonuses ranging from 3 to 20%, depending on the size of the minimum wage.

Will there be a salary increase for teachers from September 2018?

State employees are the most vulnerable workers. Now about 5 million Russians receive salaries at the minimum wage level. Since the minimum wage has been raised, wages will also increase.

Today, teachers receive different salaries. Their size is also affected by the school they work in - regional, federal, municipal. Public school teachers usually earn the least. Moreover, in different regions the salary is different - the "richest" teachers work in Moscow.

According to Marina Zakharova, head of the Ministry of Education, from September 1, 2018, the salaries of teachers, educators, and educators in kindergartens will increase. In the suburbs, the earnings of directors will increase significantly. Increases of up to 5,000 rubles are promised to the salaries of young teachers and class teachers.

All teachers of the country are looking forward to the start of the next school year, as they hope that from September 1, 2018 they will still receive a salary increase. Teachers never saw a significant increase in their salaries in the first half of the year, other than a modest 2.5% (according to the inflation rate). Therefore, the issue of increasing wages is still acute for them.

The amount of remuneration of an employee related to the education system depends on several factors. The teacher gets more if he:

  • has many years of experience;
  • works in the central region or in an area with a harsh climate (far north);
  • is listed as a class teacher;
  • improves skills in a timely manner.

The calculation itself consists of four components:

  • basic (conducting lessons and additional tasks, checking notebooks, writing study plans, etc.);
  • stimulating (the use of new methods and the level of overall performance in the class);
  • compensatory (increase for conducting lessons in correctional classes or for the use of harmful chemicals in the learning process);
  • premium (accrued on an individual basis).

Important! According to the assurances of teachers from many regions of Russia, even if there are all additional increases, their total salary still does not reach the average income level in the region.

New in calculation

Starting in 2018, the salary of an educator will depend on two more factors - the dispersion coefficient and the emergence of new positions.

The dispersion coefficient is the ratio of income levels young teacher and the principal of the school. It should not exceed a ratio of 1:4. Thus, if a novice teacher is credited with 15,000 rubles, then the director can receive no more than 60,000 rubles.

The concepts of additional titles for teachers are also introduced - this is “senior” (has experience in writing curricula, work on the development of discipline, etc.) and "leading" (powers are available to coordinate the actions of their colleagues and organize educational process). Salaries and additional bonuses to total amount payments.

Promises not kept

Six years have passed since Vladimir Putin's speech, in which he announced a series of important Decrees, some of which were devoted to the level of salaries for public sector workers, and teachers in particular. They said that by 2018 their income should be 100% of the average earnings in the region, and by 2024 - 200%. At the moment, these are amounts in the amount of 35-41 thousand rubles. and 75-81 thousand rubles. respectively for 2024 (depending on the region).

However, a large budget deficit did not allow the implementation of the will of the President, not only in full, but in general, at least half! Only a few regions, which are not subsidized and have the necessary amount of funds from the local budget, were able to bring the income of teachers to the level of 30 thousand rubles.

This program has not been canceled yet. She continues to act, but with a big delay. The governors of the regions in turn continue to report to Vladimir Putin that they have increased the income of teachers in accordance with the requirements.

So, at the end of July, the governor of the Khabarovsk Territory reported to the President that the average salary level for them is 45,000 rubles, and for teachers - 45,400 rubles.

Forecasts for September 2018

An increase in teachers' salaries from September 1, 2018 at the federal level is definitely not worth waiting for. However, at the regional level, the situation is somewhat different.

Depending on the solvency of the regional budget, in some cities there will still be an increase.

On his VKontakte page, the Governor of the Moscow Region Andrey Vorobyov promised that by the beginning of the academic year, all young teachers and class teachers will receive an increase in their wages in the amount of 5,000 rubles.

And certainly not only in the suburbs will present such a gift to educators. First of all, increases are most likely in those areas in which the "Putin's program" has slowed down more than others. There, officials will try to somehow stimulate teachers and prevent their mass dissatisfaction with their income level.

Andrei Vorobyov officially announced the increase in salaries for teachers: video

This year, public sector employees are concerned about one question: will wages increase, in particular, teachers in 2018? Latest news they say there will be an increase. But most likely only within the indexing.

What determines the salary of a teacher in a school?

  1. From experience - the longer a person works, the more he gets.
  2. From the region - in the central region or regions with a harsh climate, teachers receive more than in the southern and northwestern federal districts.
  3. From classroom management.
  4. From timely professional development.

The salary of a teacher consists of 4 components:

  • basic (lessons, extra classes, checking notebooks, etc.),
  • stimulating (for the use of new teaching methods and high student performance),
  • compensatory (for work in special conditions, for example, with chemicals or correction class)
  • and premium.

But over the past few years, no matter how much the workload on teachers has increased, the salary has remained virtually unchanged.

The fate of the decree of 2012

In 2012 President Russian Federation A decree was signed on a systematic increase in wages for public sector employees in the period from 2012 to 2018. According to the decree, the income of school teachers should increase by 200%. The increase was planned to be carried out not at a time, but gradually, but at such a pace as to achieve the goals set by 2018.

The crisis that began in 2014 resulted in a large-scale budget deficit and the impossibility of even a small increase in wages for all state employees without exception. But the program has not been curtailed, the presidential decree cannot be canceled, its implementation allegedly continues. Although, of course, for the remaining year of salaries for teachers from 10-12 thousand to 30-36 thousand rubles. they will not raise it, because the state budget does not have enough funds for this.

Indexing

Indexation is an increase in wages in accordance with general level inflation (rising prices) in the country at a ratio of 1:1. That is, if inflation was 12%, then the increasing coefficient of salary and salary will be 12%. True, in 2015 indexation was canceled, and in 2016 it was carried out only partially. The reason for this government structures called the crisis state of the country's economy, in particular, the lack of the required amount of financial resources.

But thanks to indexation, the salary of teachers in Russia will still grow in 2018. It doesn't grow much. On average, the figure will be about 6%, i.e. 1200 rub. with a salary of 20,000 rubles. It's difficult to call such an increase large, although, according to the government, it will cover the inflationary increase in prices for basic products and utilities.

Scatter factor and new ranks

In 2018, the salary of school teachers will depend not only on seniority and indexation, but also on the dispersion coefficient. It is assumed that the income of ordinary teachers and school management will be determined in a ratio of 1:4, i.e., if the salary of a young teacher is 15 thousand rubles, then the director will receive a maximum of 60 thousand rubles. How the income of other workers will be calculated is not yet clear.

In addition to the spread coefficient, from 2018 the salary of teachers will depend on new positions, or titles:

  • a teacher (a person who has just come to work and has not yet received additional education or advanced training, he only teaches children);
  • senior teacher (the second stage of a career, which consists in writing curricula, programs for the development of disciplines and correctional work);
  • leading teacher (his work will include the coordination of the actions of other teachers and the organization of the educational process). Salary and additional salary increases will also depend on the position.

The introduction of new positions, according to the developers of the project, will help make the teaching profession a "career ladder" for young professionals. Increasing the popularity of the profession is one of the main tasks of all innovations in the field of pedagogy. But whether they justify themselves, it will be clear only after a certain time.

You can get positions with an increase in work experience and the passage of additional and mandatory certifications and training programs for teachers. It is worth noting here that in 2018 it is also planned to introduce paid “exams” for school teachers, which will allow them to confirm their professional suitability and demand higher salaries from management. True, for now, this project of the Academy of Education of the Russian Federation is under development, and it remains unclear whether it will bring positive results in case of implementation.

Forecasts for 2018

It is impossible to say with certainty how teachers' salaries will change next year. Most likely, it will slightly increase along with the influx of new personnel.

By the way, about frames. Rumors of cuts teaching staff- it's just a rumor. No one plans to reduce the already small ranks of qualified teachers, because this will only further reduce the prestige of the profession.
