HR Association, advocating for quality new level educational system in Russia, took part in the development and promotion of the Quantorium federal project. These are small, but the first and most important steps towards success - in the formation of a strong educated state and its individual talented personality.

Quantorium is a strategically important project in the field of education, a multi-level system of out-of-school work with children based on public-private partnerships and the implementation of modern supplementary education programs in order to identify and develop talent in every child.

Marina Rakova, leader of the initiative "A new model of the system of additional education for children": “Children who participate in the project get acquainted with the enterprises of their region as schoolchildren. The system forms the interest and desire of the child to show their talents and abilities in the framework of exciting cooperation with scientific and technical enterprises. During the joint events of Quantorium and the HR Association, Marina Rakova noted the specifics of the project implementation: “More than half of the regions want to create Quantoriums. Because leaders understand that this is not just entertainment and employment for children. It is also a new forge of personnel. And today, together with our colleagues from St. Petersburg, we are creating those educational tracks that the whole country will learn tomorrow. At some point, at the beginning of the Quantorium history, we realized that we obviously cannot do without strong professionals in working on the methodology. Then synergy was born with the HR Association, which is headquartered in St. Petersburg. It was they who created the very matrix, due to which we can already smoothly guide children today and teach them so that they themselves reach for new knowledge and acquire new competencies. Moreover, psychologists and hr-specialists have created several more interesting programs for interaction "teacher-student", "parent-child", etc. They develop methods for strengthening and developing competencies not only for children, but also for Quantorium teachers. After all, the way we teach children at these sites is fundamentally different from the general education system of our country. There they are driven into frames - We give wings.

Children's technoparks "Quantorium" are platforms where children solve real cases and tasks in promising natural science and technical areas in a project format. 5 technoparks have already been opened - in Moscow, the Republic of Tatarstan, Khanty-Mansiysk autonomous region- Yugra, which can accommodate more than 2500 people. Children master promising engineering areas, including modern laser technologies, neurotechnologies, unmanned aircraft, programming, 3D modeling and others. Pupils of Quantoriums are already winners of Russian and international Olympiads. For example, young Quantorians developed a project for a robotic inspection station for trucks, with which they won first place at the international youth robotics competition in South Korea. Students of technoparks also took gold at the All-Russian JuniorSkills competitions in the Neuropiloting competency, received a prize in the individual standings in robo-sumo. The project to create children's technoparks was presented at the IASP 2016 Moscow world conference of technoparks. In 2017, children's technology parks will be opened in 17 other regions of the Russian Federation.

The Ministry of Education and Science of the Russian Federation and the Agency for Strategic Initiatives (ASI), as well as between the ASI and the pilot implementation regions: the Republic of Tatarstan, the Khanty-Mansiysk Autonomous Okrug and the Altai Territory, signed an agreement on the implementation of the strategic initiative "A New Model of the System of Additional Education for Children".

Unfortunately, today the organizations of the system of additional education do not prepare children and adolescents to participate in the future technological breakthrough, but the system of additional education for children needs to be preserved and its infrastructure developed.

According to the authors, the problem will be solved by the creation of new reference resource centers - modern analogues of the well-known palaces of pioneers, which will be created on the basis of public-private partnership, and they will be organized according to the principle of industrial parks for small and medium-sized businesses, where each circle can be created separately. entrepreneur.

It is planned to provide children with industry career guidance programs, educational programs that instill the competencies of "tomorrow", training on simulation industrial equipment and other innovative programs in these centers. Thus, the second task will be solved - creating an environment for the accelerated development of talented children and their further support. Each child will be able to feel a little like an aircraft designer, an oilman, a biotechnologist.

The core of the centers will be interactive museums, where children can "touch science with their hands." Everyone who has children and grandchildren probably knows about such museums "Nemo" in Amsterdam, the Copernicus Center in Warsaw and other similar world centers. We plan to make such in Russia for our children.

Partners of children's resource centers who will determine the profiles and content educational programs, Rosatom, United Rocket and Space Corporation, Gazprom, Lukoil, Evalar and other Russian industrial companies will speak.

The third task is to ensure a real choice by the child and parent of the organization of additional education, regardless of the form of its ownership. The mechanism for the implementation of this task will be a system of certificates, working on the principle of "money follows the child." At the same time, basic additional education for young consumers will remain free of charge, which is extremely important, because the work of the network of support resource centers is focused on the maximum coverage of children. The system of certificates has already been worked out and is successfully operating in the regions where the ASI Model Program for the Development of the Children's Recreation System is Implemented.

The implementation of the initiative will also make it possible to form an additional system of motivation for children. Based on the results of personal achievements, students of support resource centers will be eligible for grants, referrals to rest in the federal children's centers "Artek", "Eaglet", "Ocean", "Smena" and other incentives of a motivational nature.

In the first year, the initiative is planned to be implemented in pilot regions. There is already interest from 4 subjects: the Republic of Tatarstan, the Altai Territory, the Moscow Region and the Khanty-Mansiysk Autonomous Okrug. The authorities of these regions have selected facilities where the model of support resource centers will be implemented, there are investors.

Andrey Nikitin, Director General of the Agency for Strategic Initiatives, speaking at the ceremony, said: “Today, everyone, without exception, understands the importance of early career guidance for children so that they can decide as early as possible what they like and decide where they want to move in their lives. . It is very important that everything be united into an integral system: both the Ministry of Education and the regional departments that finance targeted circles in order to create a coherent synchronous system of additional education, focused on those professions that in the future will become the basis of the Russian economy, the basis of our technological and economic security".

Aide to the President of Russia Andrey Belousov emphasized in his speech: “This project -“ A New Model of the System of Additional Education for Children ”- was not accidentally supported by the President, because we are well aware that there are a number of creative activities such as construction, invention, sports highest achievements who are late to start at the age of 17-18 when they enter the university. In order for a child to be able to express himself, two very simple things must be done: you need to interest him, give him the opportunity to express himself even in school age, and secondly, the entire system of additional education that deals with this should be aimed at the interests of the child. In some regions, this has already been done ... The results of creative competitions show that children often overtake adult specialists in precisely such creative fields like construction. The project, which is being launched today, allows the federal center, state corporations, and the Ministry of Education to join forces in creating a system in which the child will be the main character.”

Astrakhan expects to open its Quantorium in 2017, Vitaly Gutman, head of the regional Ministry of Education and Science, shared this happy news. The premises for the children's technopark will serve as the building of the cinema "October", but the project is financially supported by several funds and the Government of the Russian Federation through a federal program.

"Quantorium" Astrakhan

It is planned that the new "Quantorium" will stimulate the interest of schoolchildren in science and technical developments, provide them with the conditions for translating their own ideas into creating projects and in creativity. Since 2013, the region already has one technopark that hosts about 7,000 schoolchildren a year. Education in it takes place both directly and remotely, children are enrolled in a queue in advance, and this once again confirms the fact that interest in science has grown significantly in recent years.

Visitors come to the first Quantorium not only from Astrakhan and regional districts, but also from other regions of Russia, and after the tour everyone is equally delighted. But the technopark does not yet have its own premises, although this problem is planned to be eliminated closer to autumn by placing it in a building near Maksakova Street.

Education at Quantorium takes place in several areas - robotics, digital manufacturing, microelectronics, physics, information technology and other equally exciting disciplines. In the future, it is expected to open one more class for additional education, but already in the humanities "Gymnasium". This will be the first experience of creating such a creative park in Russia, in which children will be able to study in depth the profession of a writer, artist, journalist and artist.

Expansion of the network of technoparks

The Agency for Strategic Initiatives (ASI) is extremely interested in the dissemination and popularization of technoparks, which provides support to the project everywhere. Thanks to such significant assistance, by the end of this year, it is planned to open about 40 Quantoriums in various parts of the Russian Federation, this good news was announced in December 2016 CEO organization Andrei Nikitin. At the first stages of improving the classrooms, the first task was to find regions interested in additional technical education for schoolchildren.

The northern regions were the first to show a desire to participate in the program, in which there are many large state and commercial industrial enterprises, and the problem of a shortage of young personnel is felt most acutely. The opening of seven additional classrooms has already taken place in different regions of Russia, and, according to Nikitin, this pace of project implementation is an extremely successful indicator. However, the number of parks is still small compared to the vast territory of the country. But an example of such an organization of out-of-school education can give a tangible incentive for the development of similar projects, and the ASI, in turn, will provide all possible support to this.

Affordable out-of-school education

Andrei Slepnev, representative of the Russian government, noted that additional education should be accessible, regardless of the region of the country. According to this criterion, the Quantorium project was developed, which in the future should significantly increase the number of qualified specialists and teachers.

In his opinion, the younger generation is much better versed in high-tech devices and developments than older people, and therefore it is necessary to strive to direct such talent in the right direction. Of course, the training program will be modified in accordance with the needs of children and parents, which will increase the number of schoolchildren involved in technoparks by three times.

In Russia, the system of high-quality art, music and sports additional education is already quite developed, but now it is necessary to increase the number of natural science circles as much as possible.

The history of the creation of the program

The idea to develop a new program of additional education in the technical field arose back in 2015, and already in May it was approved by the ASI as part of the Strategic Initiative. Technoparks play the role of equipped playgrounds where interested and talented children can receive the necessary support to implement their projects based on solving real problems in the field of science and technology.

Children aged 5-18 can now develop their inventive thinking and apply it for the benefit of society and the country as a whole. The government of the Russian Federation provides tangible material support for the opening of the Quantoriums by allocating about 1 billion rubles in the federal budget for 2016 alone for the purchase of the necessary equipment for classes. Such assistance will continue until 2020, while the National Technology Initiative is being implemented.

How to interest a child

Marina Rakova, the author of the initiative, shared several ways to instill in schoolchildren an interest in industrial design and nanotechnology. The natural science and engineering direction is not a boring field with a lot of theory, but an opportunity to invent and experiment with equipment assembled by oneself.

For example, with drone drones or insect robots, commands to which are given through an electronic chip, and signals come from a helmet on a child. At the same time, the need to create such “toys” is very relevant for modern times; if successfully tested, they will be introduced into neurosurgery, programming, and bioengineering.

A qualified staff of teachers tries to make classes interesting and exciting, thereby captivating children into the world of scientific and technical creativity. The choice of possible lessons is quite wide and allows students to try themselves in different directions and decide on “their own”. Children are invited to try to prove themselves in automotive and aerospace modeling, cyberphysics, programming and biotechnology, in general, the program consists of about ten disciplines.

The premises of the technopark are more like an aquarium with a lot of glass partitions between classes - "workshops". There are special areas for welding and milling, schoolchildren have a soldering station at their disposal in the electronics class, and a class for studying IT technologies is equipped.

The nuances of enrolling in a technopark and teaching a child

Education at Quantorium lasts for two years and is completely free. The doors of the technoparks are open to students older than the 7th grade and are ready to host about 1,200 young inventors per 1,000m², and about 400 schoolchildren on an area of ​​600m². The project has already earned itself a huge popularity, so everything is becoming more and more the necessary creation electronic queue. Each region, when opening a technopark, determines the most important areas for training future specialists for it.

For example, in Naberezhnye Chelny, emphasis is placed on the aerospace industry, with KAMAZ employees acting as leaders. The Khanty-Mansiysk Autonomous Okrug singled out the training of oil workers under the supervision of specialists already involved in the industry as the leading direction.

In the city of Korolev, it is planned to create a "Cosmoquantum", the United Rocket and Space Corporation promises to provide all possible assistance in recruiting highly qualified teaching staff and in organizing practical classes. In addition, employees of the United Aircraft Corporation, the Russian Corporation of Nanotechnologies and the State Atomic Energy Corporation Rosatom participate in the program. No less large commercial and private companies show no less interest in training specialists who will first have an internship with them, enter universities under targeted contracts, and then be enrolled in the staff.

Training program

For the first six months, schoolchildren get acquainted with all the programs offered in the technopark: they master office equipment, CNC machines and technological equipment in laboratories and immerse themselves in engineering. At this stage, students can choose for themselves the disciplines in which various international competitions and olympiads are held, for example, robotics or Scientific research. Participation in such competitions can bring significant benefits to young talents when entering a university or passing exams, depending on the place they receive: they can earn additional points in the Unified State Examination or even be automatically enrolled in an educational institution.

In the hot summer season, children are given the opportunity to visit children's centers, where they also develop and gain new experience in practical classes with the same talented children from different parts of Russia as they are. For example, a team of future cosmonauts, biologists, geologists, IT technologists and designers are trying to predict the appearance of a tsunami, receiving data from technological devices developed by them.

Technoparks of Russia

The network of Russian technoparks is expanding at a rapid pace, already in 2017 it is planned to open ten Quantoriums in Moscow in addition to the one already operating in Mosgormash, the improvement of which was the first in the ASI program for the capital. The President of the Russian Federation issued a decree on the interaction of an additional training program and the activities of leading enterprises, universities and scientific laboratories to maintain the interest of the younger generation in engineering and research activities.

They have already received their grants and opened technoparks in the Republic of Tatarstan, Kabardino-Balkaria, Mordovia, Chechnya, Chuvashia; Khanty-Mansi Autonomous Okrug; Altai, Khabarovsk and Krasnoyarsk Territories; Vladimir, Belgorod, Vologda, Kaliningrad, Lipetsk, Tomsk, Tula, Ulyanovsk regions.

"Quantorium" today is a unique platform that provides children with good conditions to receive information that is not included in school curriculum. Schoolchildren receive a two-year adult life course, learn to work in a team, solve problems, quickly adapt to a new environment and strive for certainty, and the availability of such training is an additional plus.

Now a student can get additional education in such areas as cyberphysics, auto-, space-, aeromodelling, neuro-, biotechnologies, programming, etc., simply by enrolling in children's technopark. True, while this can not be done everywhere - the first children's technology parks - "Kvantoriums" - opened in the Khanty-Mansiysk Autonomous Okrug and Tatarstan. But the Altai Territory, Moscow and Novosibirsk region. The first technoparks will also appear in the Khabarovsk Territory. In total, by the end of 2016, children's technology parks should start working in 14 regions of Russia. Technoparks accept children from 5 to 18 years old. Education is free.

In the Quantoriums, children learn the most advanced technologies in a playful way, gain practical skills in their application. In this case, everyone will be able to move from one "quantum" to another.

In technoparks, schoolchildren and applicants will develop engineering and research projects working on modern equipment under the guidance of industry experts and university professors. In addition, they will actively participate in international engineering competitions in key areas of technological development - energy-saving technologies, unmanned ground and air Transport, private astronautics and others.

Training in technoparks is built on the basis of an activity-oriented approach. Peculiarity educational process - dividing it into two parts:
